International Consulting Group is a small software development company based in Dallas, Texas. Our team brings together software designers, engineers, and programmers from a variety of technical and professional backgrounds, with many years of combined experience building practical digital tools.

PageHarbor PDF began with a simple idea.

Over the years, members of our team used many different PDF programs for work, school, business, and everyday document tasks. Although many of those products were powerful, we often found them unnecessarily complicated, difficult to navigate, or filled with features that most people rarely used.

We believed there should be a simpler option.

Our goal was to create a lightweight, affordable PDF utility that gives everyday Windows users the tools they actually need, without overwhelming menus, expensive subscriptions, or a steep learning curve.

A small team of designers, developers, and software engineers came together to build PageHarbor PDF from the ground up. We combined our different programming backgrounds, tested a wide range of document workflows, and focused carefully on making each feature feel clear and easy to use.

It took approximately two years of development, testing, and refinement to prepare PageHarbor PDF for launch. During that time, we worked through countless ideas, improvements, and design decisions to create a product that feels simple on the surface while still helping users complete important document tasks.
